フィリピン入管当局による入国拒否を弾劾する
フィリピン入管当局は、フィリピンの労働組合のナショナルセンターＫＭＵ（５月１日労働運動）が呼びかけた第２５回国際連帯会議（ＩＳＡ）に参加するためにフィリピンを訪問したわれわれのメンバーのうちの一人の入国を拒否し、日本へと強制送還した。われわれアジア共同行動日本連絡会議はこのフィリピン入管当局の対応を満腔の怒りをもって弾劾する。
４月２９日から５月１０日の日程で行われる本年のＩＳＡは、マルコス独裁政権下でのその開始から２５年目の記念すべき年を迎え、アジア太平洋地域をはじめとして世界の様々な国・地域からの参加者を得て開催されている。われわれのメンバーは、政治的殺害などフィリピン政府による弾圧に屈せずたたかい続けるフィリピンの労働者・民衆に連帯し、現在の世界恐慌のもとで、資本の攻勢から労働者の権利を防衛し、労働者階級の国際連帯の前進を共に勝ち取っていくための国際的な闘争の一翼を担うという目的をもってＩＳＡに参加しようとした。
しかしながら、フィリピン入管当局は４月２８日にニノイ・アキノ国際空港に到着したわれわれのメンバーの入国を認めず、空港の一角に拘束し続けた。そして、ＫＭＵのメンバーによる空港での抗議行動、アナクパウィス党下院議員ジョエル・マルグンソッド氏をはじめとする民衆派議員らによる入管当局への要請にもかかわらず、約２５時間後の２９日午後二時半に、われわれのメンバーを無理やり飛行機に押し込み、日本に強制送還した。
フィリピン入管当局は入国を拒否されたメンバー本人に対して、その理由についてほとんど何の説明もおこなわず、ただ「ブラックリストに記載されている」と述べただけであった。だがしかし、戦争に反対し、国際的な労働者人民の解放を求めて活動することが入国拒否の理由になるならば、それはむしろその政府の反人民性と非民主性を暴露するものでしかない。また、フィリピン入管当局は一昼夜を空港内に拘束されたメンバーに対して水や食事の提供など最低限の配慮すらまったくおこなっていない。これは基本的人権の侵害である。
はっきりしていることは、これがまったく許しがたい不当な政治弾圧だということだ。それはまた、国際的な労働者の団結と連帯の前進に対する妨害であり、弾圧である。
このかん、とりわけ２００１年の米国によるアフガニスタン侵略戦争の開始以降、帝国主義と各地の反人民的政権は、「反テロリズム」を口実にして互いに連携しつつ、国際的に拡大する反戦・反グローバリゼーション運動に対する違法で不当な監視と弾圧を強化してきた。昨年の日本でのＧ８閣僚会議・首脳会議反対闘争における日本政府による韓国の活動家らの入国拒否はその一例である。今回のフィリピン当局によるわれわれのメンバーに対する入国拒否もまた、そのような強化される人民監視体制と人民運動弾圧の一環としてある。
しかし、弾圧によって人民のたたかいとその国際的な団結の発展をおしとどめることは決してできない。人民の運動は、弾圧を乗り越え、各国・地域でのたたかいと国際連帯を前進させ、そして勝利するだろう。
最後にわれわれは、あらためて今回のフィリピン入管当局による弾圧を怒りを込めて弾劾し、日米帝国主義に対するわれわれのたたかいと各地で帝国主義と反人民的政権に対してたたかうアジア太平洋地域の人民との連帯をさらに強固に発展させる決意をここに明らかにする。

Condemn Filipino Immigration Authority for Their Deportation of Our Member
AWC-Japan (Asia-Wide Campaign against US - Japanese aggression and domination of Asia)

Philippine Bureau of Immigrations rejected one of our member’s entry and deported him to Japan. The member visited to Manila to attend 25th International Solidarity Affair (ISA) hosted by Kilusang Mayo Uno (KMU), national center of Philippine labor movement. We AWC-Japan vehemently condemn Filipino Immigration authority for their acts.
ISA, scheduled from April 29 to May 10, welcome its 25 years anniversary since its start under the period of Marcos dictatorship, and is joined various participants from Asia-Pacific region and the rest of the world. The member planned to join the ISA activities to accomplish the duty as a link of international struggle; to develop international solidarity among workers of the world; to defend worker’s rights against capitalist attacks under current world economic crisis; and to strengthen solidarity with worker’s and people’s struggle in the Philippine that is fighting against government’s repression like political killings.
Bureau of Immigrations, however, rejected entry of our member who arrived at Ninoy Aquino International Airport on April 28 and continued to detain him in a space of the airport. In spite of protest action held by KMU members at the airport and demand of his release by people-oriented party-list representatives including Rep. Joel Maglunsod of Anakpawis, they forced our member to take airplane and deported him to Japan on around 2:30 p.m., after about 25 hour’s detention in the airport.
Immigration authority did never explain any reason of their rejection to our member directly and only said ‘you are blacklisted’. But it only exposed anti-people and un-democratic character of the government that rejects entry of those who oppose war and demand liberation of workers and people internationally. At the same time, Immigration staffs did never provide even minimum care like provision of any basic needs like water and foods to our detained member. This is the violation of basic human rights.
We can clearly say, the case is an unforgivable unjust political repression. This is also prevention and oppression against advancement of international unity and solidarity of workers.
Recently, especially since after launching U.S.-led war of aggression against Afghanistan in 2001, imperialists and anti-people governments in respective countries have strengthened their illegal and unjust surveillance and repression against expanding international anti-war and anti-globalization movement in mutual cooperation under the pretext of ‘counter-terrorism’. One of example is deportation of Korean and other activists by Japanese government that happened when G8 ministerial and leaders summit was held in Japan last year. The deportation of our member by Philippine immigration is also a part of these strengthening surveillance and repression against people’s movement.
Repression, however, will never stop development of people’s struggle and its international unity. People’s movement shall overcome any repression, advance their struggle in respective countries, promote international solidarity among them, and win finally.
Lastly, we express our strong condemnation against Philippine Immigration authority, and our determination toward further development of our struggle against U.S. and Japanese imperialism and our solidarity with people in Asia-Pacific fighting against imperialism and anti-people government in respective countries. ###
